When the Archangel Michael assembles a special group of angels on the lunar base overlooking the Earth, and tasks them with observing the newly-created race of men, Xandir, one of the foremost among them, is assigned an angel of lowlier station as his partner, Absalom. The Watchers, as they are called, are led by Azazel, with each pair assigned an area of the Earth to watch over together. But the real test will be in whether or not they can simply watch rather than act.
